Senior Manager, Technical Program Management

We are looking for someone who can be a mentor, an influencer, a leader, a listener, a partner, a collaborator, a facilitator, a risk-taker, a fixer, and a subject matter authority. As the Senior Manager of Technical Program Management, you will be responsible for managing all aspects of software development and the deployment of commercial off the shelf products within the Global Security & Resiliency organization. You will need to build extensive relationships up and down across many teams and functions to enable you to deliver our programs. The ideal person is comfortable leading as a subject matter authority and working on the ground to deliver the content. You will focus on “getting things done” in a fast-moving time-sensitive environment. Our team truly makes a difference and is part of what makes eBay a great place to work.

You will report to the Director of Technical Systems & Business Resiliency.

What you’ll do

  • Manage all software deployments, configurations, and change management for enterprise systems
  • Lead a team comprised of identity management, critical infrastructure, and software engineers
  • Develop a Capability Maturity Model Integration for the technical stack and ensure consistency in approach on a day-to-day basis
  • Run effective and efficient change management, release management processes, DR/BCP and Software Development Life Cycles (SDLCs)
  • Proactively manage all network-related change requests in preparation for software and hardware deployments
  • Coordinate projects, their interdependencies, resolve resource constraints and resolve or mitigate risks
  • Play a pivotal role in ensuring business objectives are successfully met
  • Establish and implement effective, predictable and measurable processes and procedures
  • Design, develop and implement scalable solutions for system installations, upgrades, repairs, and outlook for EOL servers and devices 
  • Research, design and test new security technologies, systems, equipment, components, and products
  • Recommend and mandate areas for improvement in internal processes by remaining on the forefront of emerging industry best practices
  • Develop and deliver metrics, progress reports, proposals, requirements documentation, and presentations
  • Work with other Program Managers to develop program depth and resiliency across the department

Key Requirements

  • Required Bachelors Degree in Computer Science, Information Security, Technology Management, or combination of business education and security related experience; Master Degree preferred
  • Significant experience in managing physical access control and video management systems (LenelS2, CCURE, Genetec, Avigilon, Milestone, etc.)
  • 10+ years of security experience demonstrating increasing levels of responsibility
  • Certified Information Systems Security Professional (CISSP) Project Management Professional (PMP) certifications (in progress or completed) are preferred
  • Proven ability to influence, and lead others, solve complex technical and sensitive problems
  • Demonstrated significant experience, thorough knowledge of an SDLC, TCP/IP, firewall ACL implementations, security architecture, SSO, and, complimenting operating systems
  • Demonstrated experience developing and managing an international multi-vendor/consultant network
  • Technical depth and breadth of knowledge of security and management concepts
  • Knowledge of security-related consultants, vendors, and professional organizations
  • Knowledge of law enforcement agencies, regulatory requirements, and PCI DSS/SOC2/ISO27001
  • Travel 15-20%
