Primary Job Responsibilities:
Improving trust in the eBay marketplace is top priority for eBay, and an important growth lever. When a buyer sees or purchases a counterfeit item or copy, they lose trust in eBay and are less likely to purchase in the future. When a seller lists or sells a counterfeit item or copy, they expose themselves to legal risk, financial loss and may lose selling privileges.
eBay has introduced new technologies, such as artificial intelligence, and uses this technology to enforce policies to stop counterfeit items. The focus of this role will be to support the Verified Rights Owner program including how it helps to reduce the amount of counterfeits and other intellectual property infringements on eBay. The Policy Manager will partner closely with Legal, Customer Support and with business partners in each geography, with a strong focus on the customer and their experience.
The Policy Manager will drive policies and the implementation of those policies to positively impact business metrics around seller sentiment, policy compliance and cost reduction. The VeRO Policy Manager will leverage data and insights from VeRO take-down requests to more proactively identify and stop infringing items or listings, while also protecting sellers from take-down requests that are not valid.
The Policy Manager will work with product management and policy operations to implement new solutions, and to optimize existing solutions, including ensuring the right tools, policies and controls are in place. They will evaluate in-house and third-party solutions, including the development and interpretation of control plans.
The role reports into the Sr. Manager, Items & Listings Policy. The position will be based in our Salt Lake City, Utah location. During the COVID-19 pandemic, they will work from home and interact with business partners through video conferencing solutions.
Deliver results against business metrics that measure policy effectiveness and efficiency
Use SQL for basic queries to gain insights from what Rights Owners are reporting
Motivate and enable seller compliance from sellers who are not following policies, recognizing that sellers will inadvertently violate policies due to the complexity of selling the diverse types of items available for sale in the many geographies eBay operates
Review policy violations and complete write-ups for leadership considering the perspective of both the Rights Owner and the Seller with recommendations on how to improve compliance, enforcement and seller experience
Understand seller experience, motivations and wants – working to grow the best sellers and reducing bad experiences
Handle complexity from the long tail of items available for sale, how this changes when new products are released, how this varies in the many geographies eBay operates, how it is affected by the complex and changing regulatory landscape and how to keep pace with evolving technology
Partner with legal, customer support operations and other business partners to ensure counterfeits policies are implemented with a focus on seller adoption and simplicity
5 plus years experience, preferably in ecommerce, in the areas of policy, program management and/or strategy development
Deep understanding of the ecommerce landscape and functional understanding of the eBay marketplace
Analytic and strategy development skills coupled with excellent implementation skills and a track record of results
A willingness to challenge existing approaches and ability to drive positive culture changes
Practiced at solutions design with an ability to think holistically about the impact that any changes will have on both eBay’s buyers and sellers
An affinity for and ability to connect with eBay sellers and buyers, and an appreciation for how programs may need to be tailored for them
Ability to evangelize ideas, influence key partners and collaboration effectively, with experience leading cross-functional teams
Exceptional communication skills – oral and written, including ability to deliver compelling presentations to internal and external groups
Ability to build credibility with partners
Outstanding personal initiative, a proactive, “can-do” attitude
Highest degree of personal integrity
BS/BA degree in related field required; Masters or MBA degree preferred
Degrees in business, marketing, or psychology preferred
Work experience in consulting, product management, strategy development, or analytics preferred
